Oslo which aimed to create a palestinians state within 2 years but its now been 20 the real problem is everybody wants to achieve to much to quick. A state in temporary borders it gets them something to begin with but everybody is under no illusion this will be the final border and the final boarder would be decided upon through negotiation. Isn't it better to have something to begin with rather than holding out for everything all at once? Another problem is trust on Israel's part, we gave them Gaza unconditionally and we got it turning into the worlds largest rocket launch pad rather than peace, we want to be sure that isn't going to happen in other strategic areas which are closer to major population centres, peacemaking through trust and as far as Israel is concerned as long as trust is an issue then there is a security threat so palestinians need to get a state in what everybody understands are tempoary borders more talks to take place 2-3 years time that will give Israel time to look at how the palestinians are doing, if they have been putting all their effort into state building we talk more but if there has been terror attacks during those trust building years nothing to talk about. They are never going to get Israel to agree on final border unless feels security will not be an issue ( Netanya is just 12 miles away from some parts of Judea & Samaria ) it will be for the palestinians to proove they are serious about peace, if they can do that they get a state within final borders.
