I don't have much nowledge of architecture, but Tel Aviv is a modern city, always has been. The US of A as always been a big influence on Israel, see the malls, hotels, all very American and not European or Middle Eastern style. So why not have a skyline like NY? Tel Aviv is a city alive 24 hrs a day. Jerusalem should be preserved as she is, full of historic buildings and sites, but please let Tel Aviv develop with the modern times. However, I must add that the municipality of Tel Aviv is not maintaining their buildings well. Just look at Dizengoff center, and the once so classy sea front center (I forget the name now), they look awful. They make the areas look like rundown neighbourhoods, a real shame. Invest in maintenance before newbuilding.
