Israel has a technological lead over its neighbours because Israel directs its intellectual talent towards gaining a technological lead, which gives Israel the comparative advantage with which to expand international trade. Jordan, on the other hand, does even have enough of a technological capability to upgrade its water pumping stations and infrastructure, but must depend on German companies who provide such comparatively modest technology by way of a vendor-financed-cum-service contract, since Jordan, with a GDP of about 1.5% of that of the UK, does not have the money to buy the materials and equipment. http://tiny.cc/jumv2
