In the past these issues have turned on the local tax base and collections. Does anyone know what the tax collection rate among Israeli-Arabs in E. Jerusalem might be? Simply, are they paying their taxes to finance the schools in their areas or are they ducking taxes and insisting that everyone else pay for their schools etc?
