Howdy Tamir; The Arab Ultimatum (a.k.a. the Saudi Initiative) refers to all "Arab" land lost to Israel since the Six-Day War in 1967 and not just to the Palestinian Territories. This would include the Golan Heights and the Shebaa Farms area. Therefore, it makes sense to at least invite Syria and Lebanon to the Washington Summit because the Arab League does not consider the Palestinian problem to be a separate issue in order to obtain a comprehensive peace in the Middle East. It makes things much more complicated and will probably doom the Summit to the diplomatic trash bin, but since when have the Arabs not tried to bite off more than they can chew to their own detriment? The Palestinians might consider themselves to be the most important thing since sliced bread; but alas, they are not.
