a better gift would be to build desalination plants and offer to sell the water to syria on a discount in exchange for peace. the golan is meaningless for syria -- it gives a small amount of the real needs of water for syria, which will become less and less in syrian hands due to corruption and mismanagement. it is a tiny patch of land. it is crucial for israel because it is a defensive barrier. what syria needs is a peace treaty with israel, democracy and a real relationship with the rest of the world. the golan is just a distraction to the israeli scapegoat -- give the golan back to assad, and the unpleasant surprise will be more of the same from syria. there are hundreds of contested patches of land all over the world and very few of them lead to continuous states of war like the golan.
