    Should it actually convene, the conference is due to fail for many reasons, but Meshal put his finger on one important roadblock to peace. So long as Hamas is willing to field terror to derail progress, talks will always fail. Terror in the form of bus bombings during both the Rabin and Peres governments served that purpose, as have Hamas-Damascus directed acts of terror before and since. So long as the anti-peace radicals, Hamas, Jihad, etc. are provided safe haven in Damascus there will always be a terror outrage to end talks at the apparent threshold of peace. So the problem is not peace with Palestine. Even if they had a leadership able to discuss Final Status, the endgame would still be trumped by terror. Why does Syria provide safe haven to terror? Both Assads have repeated over the years. that to allow Palestine to reach peace with Israel would leave Syria in a weak negotiating position with her adversary. The path to Palestine peace runs through Damascus.
