My professor at UCL (who was one of Rabin's aides during the negotiations with Syria in the mid-90s) told me that a deal had been reached - Israel would give the Syrians the Golan Heights. However, there were 2 sticking points: 1 - Syria (Alawite regime) was super scared of peace, as this would mean that their markets would be open to global trade - which would mean that their grip on power in Syria would fail 2 - Israel wanted the US to supply her with cruise missiles (which only the French, British and US americans have). Obviously, things aren't always as clear-cut as they seem.
