    It allows BOTH sides the time to take confidence-building steps e.g. Iran can suspend operations at Fordow for as long as its existing stockpile can supply reactor plates for the TRR, but if P5+1 just spends that time twiddling its thumbs then Iran *will* start spinning up those centrifuges once the stockpile gets too low.
