A country's strength is frequently a matter of perception in addition to raw weapons power. Israel's deterrence power is based on its ability and demonstrated willingness to ignore all laws of armed conflict - witness Lebanon 2 and Cast Lead use of weapons against civilian populations. Lebanon is perceived by many within and without its borders as weak and unable to defend itself. Militias alternate to the Lebanese Army thrive, therefore. Countries without this handicap do not have lots of competing militias. Even pacifist countries have strong militaries and can defend their borders.
