Investment must be made to dismantle strategic infrstructure that threatens 100,000's of lives catastrophically, and move those operations underground. If these things are hit and results in catastrophic loss of life, then you might as well ignore the nuke threat from Iran. Who needs an expensive nuke when a few cheap katushas can get the same result? Rebuilding strategic infrastructure to protect it from harming the population during a war is as much a legitimate military investment as researching high-tech anti-missle laser systems.
