There were low-level contacts between the IRA and British government throughout the troubles - as there are between Hamas and Israel. However, a condition of proper negotiations was an end to violence and commitment to disarment. Whenever the IRA carried out an attack, the British goverment froze talks - note the IRA did not kill anyone, but targeted property and gave advance warnings. Fringe groups like the Real IRA - at Omagh - were marginalised. A non-negotiable condition was the certified disarmament of the IRA - hence the current suspension of the Good-Friday agreement, due to non-compliance. Note the IRA does not deny the right of Britain to exist but - in theory - wants an end to the "occupation". But Israel should negotiate with people who don't accept our right to exist, haven't stop attacking us let alone disarmed and this is "unreasonable"
