While waiting for a comprehensive peace agreement between Israel and the Palestinians, two steps can be taken that could reduce tensions. One, the Arab League must revoke its notorious 1949 resolution regarding Palestinian refugees. Palestinian refugees must be given hope for the future rather than desperation in refugee camps. Two, Israel must stop additional settlement buiding at this time. Both of these issues, i.e., Palestinian refugees and settlement building, are at the heart of the conflict, and both can be solved before final status negotiations.
