Legally, the territories have not belonged to any entity since the British left Eretz Israel/Palestine, note, to anyone! Since presently the official dispute between Israel and the Palestinian Arabs is over these territories, they are in dispute. What Israel has or has not done with the territories over the years is not relevant to the question of them being disputed territories. I hope I have clarified the point for you.
