    Start acknowledging that Geneva IV applies to the IDF is each and every respect to the Palestinians who are not citizens of Israel. Then reconcile that Hamas crimes do not justify any crime by the IDF. It wold be very helpful if the IDF incorporated that in every part of training and stop trying to come up with fancy lawyering to justify anything. The words were intended to have the plain meaning they have and no loopholes for special people.
