    Sher is on the right track, but the first move should be to end all new settlement building and expansion. Each new house illegally built by Israel means one more that will be evacuated. There is no question at all that all of the West Bank, and the blockade of Gaza are completely illegal under international law and the 4th Geneva Convention -this has been confirmed every year by the UN. Even though President Bush wrote a letter saying that Israel could keep the major settlement blocks, this was not agreed by the UN, or the Palestinians. Most of these were built on Palestinian owned land, without permission or compensation -and are all considered as war crimes. Any building or settlement in East Jerusalem is illegal, and if Israel wishes there to be a peace settlement and security, it must either hand it all back to the Palestinians, or because it has de Facto annexed nearly all of the West Bank, and refuses to leave the Jordan Valley (60 % of the West Bank -Area C) it must then commit to a one state solution, with every single resident an equal citizen, whether Jewish of or non-Jewish -a truly democratic state, with equal rights for all-and of course acknowledge the right of return of the Palestinian refugees, and come to a settlement of their rights.
