Why talk of the theoretical second nuclear-armed state in the Middle East "starting" a nuclear arms race?. Just because the first such state tries to pursue a "policy of ambiguity" - i.e. saying "no comment" and thinking that is the end of the discussion - is surely no reason for anyone else to play this game?
