Clearly this is not the same thing as the state of Israel simply being a homeland for Jews to migrate to. The original mandate was to be fulfilled without compromising the rights of local non Jews, to deny them the right of return is a serious constraint on this. And here we see revealed the Netanyahu objective when he insists on the Jewish identity of Israel being recognised before talks resume. The right Palestinian response is to insist that Israel formally ends annexation of East Jerusalem and settlement building end before talks begin. Abbas could recognise the state of Israel as a Jerwish national homeland that takes in Jews, but with the expectation that all citizens in Israel are equal in the state and the rights of refugees were not diminished by this.
