Both Israel (with regard to African refugees) and Jordan & Lebanon (with regard to Syrian refugees) are handling the "refugee problem" very badly. Warehousing refugees in camps that are little more than open-air prisons is ridiculous, expensive, and not in the best interest of the refugees or the host country. Most of the African refugees in Israel are relatively young, able-bodied males. With the financial assistance of the host countries allies, the refugees should be given military training, armed, and sent back to their their homelands with appropriate naval and air support. After they retake their homelands, they are likely to form governments that are friendly to the host countries and allies that trained and armed them. The knowledge that refugees will return as a well-armed fighting force will, in the future, inhibit governments from causing segments of their population to become refugees.
