How could it take intelligence agencies over 5 years to decide that Iran stopped nuclear weapon development back in 2003? I would be more willing to believe it if it talked about 2006 but 2003 seems a little far fetched. We've heard numerous intelligence reports since 2003 that said there was evidence for further weapon development. This sounds like yet another inter-department turf war than a conclusive report.
