You're looking at jurisprudence of over a dozen countries. I'm not an expert in either Shar'ia, or the legal systems of the nations mentioned above. I do know that under traditional Shari'a law, non-Muslims were not allowed to bring a lawsuit to the courts, nor were they allowed to testify in a trial. This does not mean that the state/tribal leadership could not bring such a suit, but I couldn't give you facts of actual cases where this may have occurred.
