There isn't anything in the Accords that says that "a Palestinian state" is one of those "outstanding issues", precisely because Rabin insisted that nothing be included in those Accords that in any way commits Israel to accepting a "Palestinian state". And if Israel refused to list that as one of the "outstanding issue" (and it did refuse) then seeking a "Palestinian state" is something that lies outside of those Accords and, therefore, can not possibly be a violation of those Accords.
