About 90% ("almost all" was said at the time) of mid to long range rockets. Also about a quarter of overall rocket arsenal was fired at Israel. (At most, I was making fun of the Israeli supposed strategy to deplete the rocket arsenal: Let it all be fired and be gone. I think this was funny, and to the point.) I fail to see the point in your post. You asked what else could be done other than war. You got an answer. Better not get too confused; stay on the subject. P.S. The accusation of civilian hits was mostly for destroying 90% of all bridges in Lebanon, damaging all roads, hitting the ports, electricity, infrastructure in general. Take a look at the map and see how much of that was defense against short range missiles. Alternatively, go to sleep, meet Alice in Wonderland, and find out from her what happened in Lebanon.
