In Latin America, they used to say that a constitution was poetry. High sounding but easily violated. Peace plans are the same however well intentioned and thought through. What makes peace is sufficient interest groups and institutions having power who think it works for them and not having other individuals or interst groups with sufficient power to disrupt it. The rest is poetry.
