Even Moshe Dayan in 1967, when deciding whether to attack the Golan Heights, didn't base his decision on Syria's offense, but rather their lack of defence. Syria did not send troops to the Golan Heights because they did not intend to get involved in a war with Israel in 1967. The lightly manned fortifications there were attacked SPECIFICALLY because they were not reinforced and defended. Any group that trusts Israel and puts down their weapons is doomed to lose chunks of their land. Syria, Hezbollah, Hamas, the PLO, Lebanon, Jordan, Egypt ... they must keep their armed forces strong and ready to defend in order to ensure that Israel does not expand. That is why part of the peace agreements with Egypt and Jordan include military assistance from the US. It is to make sure that Israel is not able to easily go back to Sinai or the East Bank of the Jordan River. It's a hard fight, but honorable arabs must hold their guns and defend themselves.
