Israel hit Syria with an air raid. It doesn't claim that such an air raid amounts to a "full-scale battle". So why can't Assad launch, say, twenty missiles at an IDF air base and then claim that this doesn't amount to a "full-scale battle" either, just a precisely calculated tit-for-tat? Or is it simply the case that Netanyahu wouldn't be able to stop himself from going Mad Dog Crazy even though, demonstrably, Assad can?
