    People living below the poverty line, yet Israel has to use sophisticated weaponry when it's not known even if the firing was deliberate. Syria knows the IDF's arsenal, just as Israel knows Syria's arsenal. Know one wants a war, so keep it simple. The Syrian army is engaged in a civil war, it's soldiers may not be the most disciplined. So some discretion is called for, and help for Israel's poor would not go amiss too.
