I assume that if the affiliation of the perpetrators was clear there would be no need for the US and Israel to make their own announcement. If the US thinks there is enough evidence here to convince the EU to sideline Hezbollah, seize bank accounts, launch drone strikes, how come the US cannot convince poor little Bulgaria to name them out loud? Smells of Iraq again - reasonable sounding but unsubstantiated claims can easily lead to aggressive acts that destabilise sensitive countries. The French approach seems more prudent.
