Nobody does. So build a nice big wall, kill anyone that crosses or threatens us from the other side. If Egypt does not want Gaza, they can do the same. No one should care what fate the Gazans bring on themselves, they should be nobody's problem but their own. Maybe someday the population will be whittled down to what it can actually sustain, a few dozen, like the few dozen Jewish families that were its sole population before The Ottoman Empire collapsed and borders forced nomadic Arabs to start settling down. Maybe then, those few survivors can be dealt with and that tiny piece of land can finally be redeemed. Judea and Samaria are more complex, we still have an interest in securing these places for ourselves, from our enemies. Their fate depends on them really.
