Howdy Smadar; So far, there only seems to be plans for construction. I haven't heard of anybody actually breaking ground yet. I don't see anything wrong with halting settlement construction for a year even if it is in annexed East Jerusalem so as not to rock the negotiation boat unnecessarily. However, if 12/31/08 comes and goes without a peace agreement, then it will be impractical to continue the freeze into 2009 because of natural growth and the need to upgrade, repair, and maintain infrastructure like roads, electrical, water, and sewer lines, shopping malls, gas stations, etc. Maybe the threat of renewed construction on 1/1/09 will spur the negotiations to get something done before then.
