We were allied with the Soviet Union against Nazi Germany. This wasn't reprehensible, nor do we need to apologize to anyone for it. Finland was a victim of Soviet aggression -- in fact, there's every indication Stalin intended to finish her off before Hitler rudely interrupted his meal. I don't see what the Finns have to apologize for. They took advantage of the opportunity this provided to recover their lost territory. In fact, Mannerheim made a point of not crossing into the original territory of the USSR.
