Israel has been building settlements for 30 years. Now, all of a sudden, they are building because of a "terrorist attack". Does this mean that if that attack had never been made, then settlement expansion was finished? I don't think so. This move to suddenly tie planned settlement expansion to criminal activity is just the sort of amateurish and spiteful politics normally practiced by Israel. Settlement expansion has already ramped to faster than ever before the attack, so forget about this childish baloney.
