For the umpteenth time, the procedure for admitting new members to the United Nations must go through the Security Council. Rule 136 states that the General Assembly votes on a proposal from the Security Council. If the US vetoes a proposal then there is no proposal from the Security Council. It does not matter if 99.99% of the General Assembly want to admit Palestine. If there is no proposal from the Security Council it will not happen.
