The Palestinian state exists on its 1967 borders and is free to negotiate adjustments with the state of Israel as they mutually agree. From its existence the Arab League nations both recognise the sate of Israel and formalise peace. Each nation as sovereign nations determines their own immigration policy. Part of their inter-relationship is a common labour market. Preference (but not exclusivity) to jobs and any grant of residence in Israel being given to 1948 refugees who hold Palestinian state citizenship. This being a form of non material compensation for property losses. Jerusalem be a united and open city that is available to both states as a capital. The talks over change to borders not prejudicing compensation to Palestine for the loss of land for Jewish settlements on the West Bank, nor the existence of them within the Palestinian state.
