(1) The very notion that a mobile battlefield weapon requires considerable "calibration" is nonsensical (2) Who says the Syrians haven't already been trained even during the period when the Russians held up delivery of the hardware? (3) Why can't the contract stipulate that the RUSSIANS make the system operational, and only then hand it over to the Syrians? (4) These missiles can be made operational at Tartus i.e. under the missile protection of those Russian warships.
