Verheugen is right -- but peace is out of the question anyway in these circumstances. There's all reason, however, to declare an economic boycott: making Israelis and others aware that oppression of non-Jews cannot be tolerated, just like persecution of Jews can't. Not to mention atrocities like the Gaza 'war'. What Israel needs is a wake-up call instead of a continuous lullaby. Besides, many 'Israeli' products originate from Palestinian territory and ought to be banned effectively from the EU market; and that's not even a 'boycott'.
