This discussion won't end the settlement enterprise; only economic and military sanctions from the EU and the US could do that. This action is likely designed to keep the pressure on after the dressing down Israel recieved from many members of the SC last week. It will also force the US to unequivocally reconfirm their position regarding the legality of settlements, something the Obama administration will not want to do so close to the elections. The problem for the Americans and Isarelis is that the settling the West Bank is utterly indefensible, as it only increases tensions and isolates Israel further internationally. A successful occupation is only hindered by extremists who openly steal Palestinian resources and damage their farms, not to mention attacking the IDF, and protecting the gated Israeli communities adds to the workload which would otherwise be spent fighting Palestinian terrorism (which rather ironically has all but disappeared from the West Bank). This feels to me like the final death throws of Palestinian independence movement. I expect 2012 will see the turning point where the 2 state solution is euthenised and the struggle for civil rights and Israeli citizenship born. No occupation lasts forever, one way or another.
