I don't think so. Even more so when they are already in battle. That logic not to kill or convict a terrorist to death might be used sparingly in exceptional circumstances such as how it was with Yaser Arafat and Marvan Bargouti or a handful of people. Someone kills a member of my family and is saying that he will kill more and they should be spared because their family members will get angrier? I don't think so. I believe in this even as someone who thinks eventually almost all of the West Bank should be given up. I might not agree with the settlers but I do not want them to be hurt also as long as Israel is there!
