And the figures before that probably still did not offset the figures of yerida or the percentage of the 10,000 new olim who return within the first 5 yrs. The overshelming majority of diaspora Jews see no need for making aliya. Vacationing in Israel, sending their kids there on programmes, donating money, that, yes. But the Jews in countries with large Jewish populations have no incentive to up and move to a country where their standard of living will be reduced and there is a constant state of hostility. That's why aliya has failed. So Bielski is searching the world for the remnants. Anything to bolster those numbers, even those with one Jewish grandparent from Moldova.
