I think the issue here is WHY was she arrested? If the police asked her to remove the talit or move on then there would have been no need for an arrest but if she refused to leave or remove the talit then that would have been grounds to forcibly remove her. It may seem unfair but dress codes at the Kotel are based on strict jewish law and its only men who are supposed to wear a talit its the more modern streams of judaism that allows women to do things like wear a talit. If she wants to go there to pray at this public place she must respect custom same as any other man or woman would be expected to respect dress codes in force there.
