Perhaps settlers would have the same rights as Palestinian-Arabs in Israel, with those rights guaranteed by treaty. Israel has not always treated her Arab citizens as guaranteed in the founding documents -- maybe both sides would have to abide by democratic principles, including the protection of minorities. That would not be a bad thing. Of course any settler who refuses to live under Palestinian rule would be welcomed back to Israel, no doubt with a healthy subsidy. Am guessing the Palestinians would similarly welcome any Israeli Palestinian who wishes to live where there is an Arab majority.
