Not both. If Washington agrees, they should not veto. If they don't, they should explain themselves, and their full role in this goes-nowhere peace process. Year after year, one party or the other pushes peace away to the distant horizon, and Washington just wrings its hands and says "maybe the next administration". Come on Washington, kick start the Road Map or something. Point some fingers, withhold some aid, lay down the law with your "ally" and man up to your role in the UNSC.
