    Had Netanyahu been willing to negotiate immediately on the issue of Jerusalem as the capital of 2 states and its subsequent division, along the lines of American and Quartet demands [without which there can never be any final settlement] and the final borders and necessary relinquishing of settlements far from the seam line, and a formula for the closure of the refugee issue, then current settlement building would have been immaterial. As it is he is willing to do none of the aforementioned, rather looking to some kind of autonomous economic dependency in the West Bank which absolutely excludes Jerusalem. Hence settlement building really serves the longer term aims of this Israeli government, namely judaizing all of Jerusalem and its environs and indefinitely postponing a Palestinian state. So the settlement freeze is a red herring. It will not lead in any case to a fundamental change in Netanyahu's vision of a piecemeal series of self governed townships. ie. a pig with lipstick.
