Without access to the original report and data then we can only judge from this summary. You are not justified in saying this not serious or merely anecdote. The sampling may well have been adjusted for in the analysis. We don't know the age of the participants. The report doesn't purport to be a hypothesis of the origins of being gay but simply the stages in which it commonly appears in young people. In this respect it is clear and consistent and should be taken careful note of by educators and policy makers and parents indeed.
