Balfour said "a homeland for Jews". He did not mean a state for Jews and he made it very clear that the rights of the indigenous population were sacrosanct. Long before 1947 the influx of Jews was making for an unstable situation and, as we know, Jewish terrorism then made it impossible for the British to hold the ring. The rights of the indigenous population have been trampled upon in the last 70 years.
