I am not trying to 'beat up' on you, Sean even though this is my second response to one of your posts. Realistically, the two main infrastructure needs seem to be a water supply and a sewage or septic system. Both of these systems are of a 'permanent' mature and that seems to contradict the life style of the Bedouins (whether they are Israeli citizens or not). The crux of the matter is how to get them to relinquish their nomadic lifestyles in favor of permanent homes in fixed locations. In short, how to civilise them. (I know I will take heat for that!) But, that is the reality of the situation.
