Nobody (not even the USA) recognizes the former, and you can't find any evidence to support the latter i.e. nothing in the Golan Heights Law suggests that Israel was claiming SOVEREIGNTY over the Golan, merely that Israel was claiming JURISDICTION over the Golan.
