    Here is one sample of a very dedicated campaign to paint Israel as unresponsive  to Arab peace offers. The writer has an agenda which is very left-wing and unfortunately is not constrained by reality or facts. I was an advisor to saudi Arabia at that time. Saudi sources state the “Saudi peace initiative” was a hoax. And only someone with the supreme ego of Tom Friedman would agree to carry it as an offer. Basically they said that when all parties of interest (Egypt, Jordan, Lebanon, Syria, Hezbollah, Hamas, etc.) were fully satisfied as to territory, water rights, etc. (implicitly includes return of the refugees) then and only then would they consider recognition of Israel (and here the operational word is consider-since one could consider, evaluate, and then reject).  The primary purpose of the Saudi Plan was to include it in the Roadmap so that it could compete with R242. i.e., '67 borders with swaps. Also it wasn't prepared by Saudi Arabia as implied.  It was drafted by Brookings Doha in consultation with the State Department. They further maintain that had the offer been serious Sharon would have been invited to address the Arab Summit. The offer was summarized as "a snare, delusion, and the way of dividing the Americans and the Jews".
