Gaining new sanctions has become more complicated. Brazil and Turkey are current members of the Security Council. As is Lebanon. Japan, Austria and Mexico are probably yes votes. Bosnia and Hertzogvina, Uganda and Gabon are wild cards. Russia and China are not likely to veto, but may not vote for sanctions after the Turkish deal. The USA has already tried to spike the deal negotiated by Brazil and Turkey so we can be certain they will oppose sanctions.
