    Russia has issues at Chechnia and alreadyused excessive force against them in the past. Would not hesitate to do the same in the future. China has issues at XinJian Uyghur province with its ethnic Uyghurs (or Turks) who are Muslim. They also had to use force against them a few months ago. Additionally China has other Human rights issues. France and Spain have teh Basque issue which has calmed down but you never know what the future brings. Even Turkey has the PKK issue and despite what they call the DEMOCRATIC OPENING are stil using F16s to bomb the area around the Kandil mountain but Turkey does not have a government that make sense therefore they can shoot at their feet and it is too late when they feel the pain. So this is why China and Russia do not want this issue in the Security Council. If your means to fight terrorism are cut then terrorism will win all over the world. Sane countries should never allow that.
